Suggestion Title: [FORUMS] Allow gif avatars
Suggestion Description: It would be pretty nice to have a gif as your avatar, whether it be a short snippet of a meme or some quick media creation, I think it would be a great idea to expand the forums further by enabling users to have a moving gif as their avatar.

Why should this be added?:
- More freedom to avatars
- Increases community creativity

What negatives could this have?:
- Could use more bandwidth than necessary (size limit?)
- May be coding obstacles with the forums
