Suggestion Title: Give the option to make applications public
Suggestion Description: As opposed to making all enforcer/helper applications private, give people the choice of making them private or public.

Why should this be added?:
- Allows people who would like it to get feedback from the wider community & better understand player perception of them.

What negatives could this have?:
- Implementation could be a little tricky as opposed to how it is now.

What problem would this suggestion solve?: None really, just think it'd be a nice feature.

While the public applications were funny, I feel like absolutely no one is going to bother making them public, frankly its pure illusion that the community has or ever had any choice in the selection of staff members and it purely became a way to bash people often for personal slights with no relevance to that persons application at all

good idea mr sorle i think this will help with players who want to improve if there application gets denied
