Suggestion Title: Security Jammer
Suggestion Description: If a government vehicle is unlocked or lockpicked, the security jammer can be planted on it to allow a civilian to drive it for only 5 minutes.
The Security Jammer will trigger a tracker for the time of 5 min where it is drive-able by the thief.
Using this, It's possible for criminals to punish cops who keep their car unlocked or risk lockpicking a cop car to non-violently aid their friend out of custody without needing to spark a shootout.
Using one for no roleplay reason is obviously 3.4, as is any other action against PD without valid roleplay justification.
The description will hint "A device expertly designed by somebody who understands inner workings of government security systems...,"
The Security Jammer will NOT affect security upgraded cars or be usable on them.

Crafting 45
Recipe:
2 Smartphone

Why should this be added?:
- An opportunity to impersonate government employees by picking up a suspect in a car hoping a cop doesn't notice
- Avoids a shootout when it is possible to steal a cop car for a necessary reason.
- Makes for funny situations where cops would have to chase their own government cars.
- Makes the law impersonating government employees and 11.12 Theft of a Vehicle more relevant to the gamemode in a new way.
What negatives could this have?:
- People may abuse this against police, as people already do by shooting police for no reason.
