Joining Jobs with tickets

Short explanation (in notes):
- When you have a current ticket you cannot join a government job
- It says "Sorry, you cannot get this job due to you having a ticket"

Detailed description (why should it become added/...): Because you have received that ticket for breaking the law so you should pay it first before joining a job. I have seen police previously saying I have a ticket so remove it etc.

I believe that this will be valuable and fairly easy to implement as it would seemingly use the same code that checks for a ticket when you try to give an offender more than one ticket.

I don't see why you would need this really, I mean as an officer there is nothing stating that you need a vehicle.

Tickets are a felony and tbh youre not gonna be a cop with a criminal record.
