Suggestion Title: Law 9.9 - Kidnapping
Suggestion Description: Currently, the only applicable laws to someone who takes a hostage is 9.4 - Unlawful Detainment, and usually a weapons offense. Add a law to section 9 specifically for Kidnapping.

9.9 Kidnapping

A person commits kidnapping if they unlawfully take, move, or confine another person against their will, or through force, threats, or intimidation, in order to hold them hostage, demand ransom, cause injury, or terrorize the victim or another person.

Why should this be added?:
- Hostage taking with no additional charges is a 4 year sentence, this is a misdemeanor level punishment for a felony level crime.

What negatives could this have?:
- Nothing to notate

What problem would this suggestion solve?: Realistic punishment for a serious offense.

We have decided to make the 9.4 Unlawful Detainment punishment more severe, being updated from

Felony - liable to 4 years maximum imprisonment and $3,000 maximum fine.
to
Felony - liable to 6 years maximum imprisonment, $5,000 maximum fine and asset forfeiture.
