Description of the idea:
Allow the mayor to start a "Lottery" Of any money between $100 to a significantly higher number. To participate you pay the fee and a randomly chosen player will receive 4x the entry fee. The rest of the money will be put into the city funds. If less than 5 people partake in the lottery however, then all users will be refunded and it wont commence.

This can be done 2 ways:
Either by a phone app, where you click to participate in the lottery, automatically paying the agreed fee to enter.

OR:

By a pop up menu similar to how the mayoral election is.

There will be a cooldown to how often they can be triggered (Maybe every 20 minutes?).
Why should this be added? (pros):
- Gambling good
- Allows city funds to be boosted.

What negatives could this have? (cons):
- None really.​

very good idea but rich people will pretty much always win the lottery

@Palodhi Precisely this, the "Amount" will be predetermined and you can pay no more or less than the fee set. Everyone will have an equal chance of winning.

@BigBenji well that isnt how the legitmate lottery works if you buy 10k in tickets you got a higher chance than someone who buys idk 1k in tickets also you could maybe add scratcher cards at the gas station for 100 dollars each and the max prize is 250k but its very rare

i think scratchers would be a better thing to add because you could stock pile them but of course the chances of winning the 250k or 500k max prize is incredibly rare you could of course win 500 dollar 1000 dollar prizes or lower more often

Yeah, as Cyan said. This sounds pretty good and should be considered.
