Main idea: make the action request section of the forums private

Description: An action request must require administrator or forum moderator approval before being posted. Additionally, they will be kept hidden from view of the public and only allows those involved, and the administrator, to view it.

Pros:
Can prevent revenge AR's
Prevents those not involved from viewing the action request
Keeps the offender and creator private
Allows for fairer results due to the creator not having a huge ego and relying on the pressure from the public

Cons:
Those involved may not see the action request unless directly tagged
Opinions may be skewed somewhat due to less people able to view the ar

I don't think this would work very well as staff would have to grant people permissions to see the AR's on them.
