Making a DarkRP Server.

Hello people!
I´m creating a DarkRP server and i have a couple questions about the Cars,...

1º: Whats the NPC plugin/add-on used in the PerpHeads?
2º: I want to create police cars with sirens, skins and sounds lights. How do you have found those police cars (or others) used actually in PerpHeads server?

P.S: I appreciate your help and maybe i will post here more questions. I use TDM cars. Thanks and please help-me.

The vehicles are part of the TDM car pack. The skins are custom made I believe. Not sure about the rest.

And me i had 14 month experience on a darkrp server and two months on others.
