I looked at it and had the same question lmao
Was doing some research on how to efficiently make large feeling maps whilst having complex areas and found rp_exton2. It’s an Australian map that has a highway that goes down underneath the map to keep within the map limits but allowing for some more areas. Very brill map as well with tonnes of place for development

Following through with reproducing Rogue's layout, here's a glimpse of how it's coming along roughly in Hammer
Obviously there's still a bit more to do such as adding the shops on the other side and adding the correct road markings, but overall it's starting to take shape
