Any action performed under this section that is contrary to the law that results or is likely to result in death or injury of a person, or damage to property or possessions must be reported to emergency services as soon as it is practicable to do so.

If the mayor is your friend and someone shoots them you can't shoot anyone back as it's 3,4 because you're risking your life for a government employee. This only applies to a civilian friend where you can shoot them if they did harm your friend in any way ( but not verbally )
