I've seen / been shot by many staff who were cops because I did not obey orders under gunpoint as a sweater even without posing a direct lethal threat but making the officer feel threatened. Given the scenario that there is a ongoing jailbreak and a woman ignores orders to surrender whilst at gunpoint then proceeds to run towards the active shooter with zero regards for her safety means either she is breaking 3.4 or is involved.
