Missing water reflection texture

This is basically my issue. The water at the hicktown lake is indeed black and purple, and it seems it is the reflection as when I go closer it begins to fade.

Now before I get a rampage of people saying 'use mat_specular 0', I have already used that and it fixed my black and pink reflections at regals...
