NEW LAW 3.12 Right to restrict 3rd floor of CH as mayor or SS

Is this a new law or a change to a current law: NEW

What law do you wish to change/add: 3.12
Mayor has a right to restrict the 3rd floor from civilians if he feels threatened in any way.

Why should this change/addition be made: This is apparently this is legal, but doesn't state it in the law. Ppl ask me where it states it in the law, but I just tell them it's illegal anyways.

What is the aim of this change/addition: The aim is to restrict random civilians to enter the 3rd floor for no reason. ( I'm not really good at making reasons)

There is no need for a law that allows the mayor to restrict public areas. Secret Service Agents already have this power if the mayor is in direct and imminent danger as stated in 3.11 Secret Service Powers. The third floor is a public area and should stay like that unless the mayor is in direct danger.
