New rule about ramming

basically as we know, ppl in shootouts are mostly just ramming ppl then finishing them, thinking they r good, its so annoiying cuz u have no chance on it as well, it should be a warnable/kickable/bannable offense as theres no chance for even heavy tfu to win if he got rammed once by a mini cooper and shot with ppk. like right now under hospital i was rammed and then shot, no chance to win, nothing.

I don't think it's necessary. It's a perfectly realistic threat to face and you should be more careful where you stand if you are worried about being run over.
