Suggestion Title: Notifications on phone
Suggestion Description: Whenever you get a message from a real person or an npc make your phone pop up a little bot (just the top) saying: notifcation: text but it obly last for a max of 3-5 seconds.

Why should this be added?:
- it would make it more clear when you get a message from the drug dealer, 112 when you get raided, car gets impunded etc
- would genuinely be a good upgrade to the phone system

What negatives could this have?:
- could reduce a bit of visuality and distract players for a few second.

If Tooter can show up all toots, only toots you're mentioned in or no toots at all as an option also in settings displaying a notification reading out the tweet on your screen for about 5 seconds that would actually make some use of tooter making it a part of the upgrade plus used more with free ability to roleplay whatever people use ads or other than actually advertising these days.
