Suggestion Title: Painkillers and weed removes splinting damage.
Suggestion Description: Make taking painkillers or weed whilst splinted remove all damage taken from running whilst splinted.

This will add more use for these items and overall add more of a market for these items as well.

Why should this be added?:
- Makes sense to dope up in a pinch to not take damage
- Medicinal Marijuana RP
- Allows more users to have a market for these items.

What negatives could this have?:
- Makes splints still a huge inconvenience.

+1 can't wait to run out of my high and crash hard just like irl. If this is accepted I can make another suggestion that'll help balance this/etc.

I might make it regardless tho as people are using drugs more ingame.
