This is a guide to help you understand what the NPC's do and where they are located.

Police Officer / Speed Enforcement / S.W.A.T / Lieutenant
The police NPC is directly opposite the City Hall, here you can become a police officer and spawn a vehicle, you can then proceed to become a S.W.A.T officer or a Lieutenant (The Lieutenant and S.W.A.T are VIP jobs). If you want to become a Speed Enforcement you will need to be VIP then go to the NPC and ask to become one. There are two other NPC's within the PD, one is the armoury it can be found downstairs past the elevator. The other one is by the Jail, you can run down the stairs or go down the elevator. You can put people in jail for 1-10 years (Minutes).
The City Hall NPC
The city hall NPC is very useful. There you can do many things such as;
Run for mayor,
Get a name change,
Become Secret Service,
Create or Leave a organization.
Fire-fighter NPC
The fire fighter NPC is pass Slums Apartment and across the Slums Gas Station. Here you can spawn a
Dodge Ram or a Large Firetruck.
Drug Dealer
The drug dealer can be found in may different places now, he can be found in the underpass, behind the bank and places like that. When you meet him he will sell and buy ALL drugs. If you want to find his location you must sell over a certain amount in drugs to make him tell you his location.
Hospital NPC's
There are 4 NPC'S within the Hospital, when you walk in the first one in front of you is the Genetics person, you can buy genetics from them. It will cost 5k then 10k then 15k and so on... The second in the Paramedic suit, you can get a job as a Paramedic from there and spawn a vehicle from there, either the fast responder or the Large ambulance. The Fast responder can not remove bodies. The one at the back at the entrance is the one who will fix you up, it costs $500. The last one is located in a room on it's own, that is the Sex Change NPC.
