Suggestion Title: "Passive" option when purchasing a property
Suggestion Description: Add an option when purchasing a property called "passive" which will place an indicator on the door (Like a new player shows now) indicating that the property is being used for passive RP. This would disable all spots for planters and chem tables, and the property would no longer be allowed to raid/mug.
Why should this be added?:
- Allows passive players to do things without being constantly raided/mugged
- Creates an opportunity for buildings to not just be multiple gang bases stacked next to eachother
What negatives could this have?:
- Less mugging opportunities
- People get ready for a raid just to realize they can't
What problem would this suggestion solve?: I have had many, many, MANY times when I wanted to, or started to do something as a setup for passive rp, even as simple as buying and furnishing an apartment, just to be continuously raided/mugged. As much as those are parts of gameplay, they should not come at the expense of so heavily discouraging doing something other than growing drugs at a property.

I do not think this is a good, or even the best solution to the problem. But I cannot think of a better one that would not require much much more effort and potential for abuse. If someone has a better idea, I'm definitely willing to hear it; But as it stands now, this is a big problem that everyone who regularly wants to do things with properties that don't involve crime experience.
As an example,
Say I wanted to furnish the wood cabin and set up a little fishing hut. Ultimately what happens there is, players drive by and see it's occupied and either: Stop and say hello, Get out and mug the player for their fish and miscellaneous trash, or take the player hostage until they've raided the property in search of drugs that are not there. Yes, there is value in taking a player's fish, but that cheap 3 minutes of "fun" for the mugger is incredibly discouraging for the player who simply wanted to fish in a different, prettier region of the map.
