Dusty Colt-McGraw was the mastermind to a retaliation against the Mayor Wesley. Police testimony states that the following evidence photo was recovered after it was used by McGraw to negotiate the ransom of $5,000 for the life of the Mayor!
Further investigation finds that the Police did not initially believe the photo was real, so McGraw had Mayor Wesley screaming for his life on speaker phone. Eventually, The Police handed over the money to the kidnappers and self-proclaimed "Outlaws," then recovered the Mayor peacefully.
