Radio for Mayor to communicate with SS

Description of the idea: Add a radio for vocal/text communication between the mayor and SS only. Could be implemented as /mr in text-based and N for voice communication as if its a unit radio.

Why should this be added? (pros): Could save the mayor's life with quick notifications. Puts the SS and mayor into contact with SS that aren't too close or running an errand for the mayor. If the SS set up a checkpoint at CH they can be in communication with the mayor to ask him/her if they want a particular person to come. De-clutters the police radio for SS to contact the mayor.

What negatives could this have? (cons): None I can think of.

Also pro of this would be you could make it so the mayor and SS cant see police radio? Helpful for when the police intend on arresting the mayor because at the moment you have to use the voice radio as cop to discuss arresting them
