Suggestion Title: Remove chemtable at city hall
Suggestion Description: To be able to remove your chemtable at city hall

Why should this be added?:
- Incase the property where the chemtable has been placed is for sale due to your friend leaving the game, then you have to inform a staff member to remove it. I

What negatives could this have?:
- N/A

What problem would this suggestion solve?: To ask staff members to remove a chem table.

We should also be able to do this with a workbench since we also get some reports for them but yes, this is very much needed and a QOL feature.

I think there should be 2 options, one for planters (bc those can be stolen)
and one to send back every single prop placed (for when bases are abandoned)
