Description of the idea:
Remove the ability for the mayors to set emergency vehicle slots to 0.

Literally no reason for mayors to set ambulance and fire truck slots below 1. Its cancer.

> Ask how to make money
> Get directed to the hospital
> Sit there filling out a paramedic test
> Complete it
> Go to spawn an ambulance

> Leave the server and play something else.
Why should this be added? (pros):
- Less cancer

What negatives could this have? (cons):
- Mayors have to get more creative when they decide to be shit scoffers.​
