Suggestion Title: RTFO can only gear heavy from the SWAT van
Suggestion Description: With the latest update around the new recruits within TFU, it means now that recruits can gear heavy to respond to incidents to support tier 2 and tier 3 TFU;

Given that this role is intended as support, it makes more sense that they gear heavy from the TFU swat van which would be driven to a location such as projex for an ongoing raid so that they can support tier 2 and 3 TFU.

Why should this be added?:
In just a few short hours I noticed quite some confusion about when people can/should gear heavy, people remaining in heavy gear for too long, gearing heavy for incidents that didn't really require heavy TFU presence and this brings an element of control back to the trainers and command team so they can monitor it more closely.

It also means RTFO can assist in transporting suspects from a shootout back to PD where they can then gear down.

Another thing noticed is officers are camping the armoury waiting to gear heavy, this removes that need.

What negatives could this have?:
Possible delays in responding to shootouts awaiting the van
Officers dying in a raid before they get the chance to gear up.

What problem would this suggestion solve?: It resolves the issues I mentioned above in the why this should be added.
 
If there has been confusion, people gearing up for no reason etc, IA's should be made.
Policies were specifically made in place for the recruits and should be followed. It is a ToS you agree to as the first stage in the application.
It states it needs to be a "major firearms incident" or a panic pressed to respond.
