stairs clipping

Main Idea: fix the jittery stairs, basically replace the current clipping with "ramps"

Why should it be added?: going up stairs makes your character jolt around so much

Pros: won't feel sick everytime i go up the stairs to get to my apartment

Cons: not really that important I guess?

I think the stairs down towards the jail cells are smooth so it does seem doable that's for sure

This is essentially done by adding a ramp shaped player clip to the stairs, most places with this will be fixed if V5 ever comes out.
