[Suggestion] Change to rule 5.3

What rule do you wish to Edit/Add: Rule 5.3

Your version of the rule: We've seen it and heard it over and over again. People mass raiding powerless people and they complain and are told to stop crying as no rules are being broken. New players joining the server and trying to get a grasp of the server only to be mass raided and shot down not only to earn nothing over a multiple hour period but to also lose what they have. They are told as sweaters they have no immunity and they have to make it up like the rest of the others. This disappoints them, severely. Some people leave the server because they aren't having fun, this is supposed to be a game and not a real-life financial crisis that has to be dealt with in a rough way. People have had enough and they've voiced their concerns but it is time to formalize this. I am proposing a change to the Raiding rule (5.3) in which people are allowed to go around the city and chain raid every single base they encounter because they have the power to. Mind you, in large numbers too.10 people raiding an apartment of 4, 2 sometimes even one player who is absolutely powerless to those people. This turns the server into a deathmatch instead of a roleplay server. Eventually, these people get cocky and decide to mass RDM because they can and get banned for it. With a pathetic apology a few weeks later they are swiftly back on the server and it is only a matter of weeks before these players get together again and dominate the server, severely and negatively impacting player's experiences. If anything the current raiding rule allows people to break rule 2.5 (Excessive Negativity) and there is nothing people can do about it. I propose changing the raiding rule to only allow a maximum of 4 players to raid or assist in raiding an apartment at a time and to reduce the frequency of raids, prevent these people from raiding any other property again for 30-60 minutes. Also, people of the same organization are barred from raiding other properties as this raid cooldown would apply to them too. People want this change, they've been asking for it for ages. A player even told me how they remember how Olsen was in 2016 and how it killed the server. Please consider this change and think carefully, objectively, and fairly.

People's experiences are severely impacted by this issue and the proposed change will help tackle this without eliminating the possibility of raids. Obviously, this idea is flexible as a rule change will majorly impact the server. So consider this carefully. People who are part of large, powerful organizations would be no longer able to chain raid which might upset them, inconsiderably so.


ADDITION: I wanted to emphasize on how overpowered the raiding rule is,

5.3 Raiding
Civilians are not allowed to raid, or assist others who are raiding, an occupied property more than 3 times in a 60 minute period, or raid the same property more than twice in a 60 minute period. If a civilian has died whilst raiding a property, they must wait 30 minutes after they have respawned before attempting to raid, or assist others in raiding that property, unless the same raid/rp sit is still ongoing.

Powerless people are allowed to be raided 2 times in a 60 minute period, and given the power of the organizations raiding, the people basing will lose every time and will have their time wasted. In 60 minutes, these organizations can split into groups and exploit this rule to be able to chain raid every base in the server and they win every time because of how defenseless the people raiding are against them.

This is incorrect, 2016 was at max server population with a queue server that was also full. Your complaints of being raided by myself and my organization are pathetic, they can be dealt with icl'y or you could of sent myself a private message.
 
It is true that in 2016 that the server was booming but look what happened after that; the server dropped in popularity. I personally don't care if I'm chain raided by you or your organization but this isn't an issue only affecting me. It affects many other players and you must realize that. I understand that this threatens your org's operations but it's selfish and you must consider other players.
 
We have raided only one other organization today, players of which outnumbered us. Many of the org members are staff and ex staff, if you wanted us to lay off and explain to us that you are new you probably could have even been protected or based with us. You made no IC attempt to schedule an official meeting (roleplay ?) but instead shit talked us in OOC chat and made a forum thread.
 
Buy guns and use them? Everyone had to go through this and it was a lot worse before
 
Not everyone's good with guns Inchs, and also they can't out gun 10 different people with M4s, whilst making absolutely nothing. Yes it was like that before but it was a big reason for why many new people would leave the server because they cannot make any money to be able to buy guns and afford to use/lose them. Takes the fun out of it for newcomers and makes them leave. Something has to be put in place for this to stop happening as people spend hours trying to make money for it all to be taken in a matter of minutes. It is just a game and it's meant to be fun, but people can't enjoy a game were you spend hours and hours just making money to lose it again, not even able to afford a car or basic stuff to grow drugs and are forced to play as Medics or something just to buy stuff which will most likely be taken by massive orgs which don't need anymore items/money.
 
you make it sound like a skill when in reality you right click aim at someone and just pull down, to get better you could go to the fire range and use a specific gun to get a feel for it so when you want to use it you know the recoil etc
 
You're not getting the memo, these people can't afford to buy and lose these guns in the first place. Like I said previously this isn't CS:GO so please don't treat it like it is

Tbh if theres one thing I hate its massive organisations mass raiding and making the game un-enjoyable for people who are unable to defend themselves (even if they do have weapons it doesn't suddenly make 1-3 people able to kill a whole organisation). I think we can all accept this is part of the game but its a bit ridiculous mass raiding essentially stopping other users from enjoying their time.

@Inchs I quite frankly find your statement dumb. This makes no sense. Baiscally like saying "Oh you can't breathe bro just fill you lungs with air".

On the flip side I can understand that raiders might enjoy this part of the game but they're essentially ruining the game for others
 
@Travis its around 16K? For a m4 with a comp and mag, you can fucking grow weed in the forest forever and no one will find you use ur brain, also about CSGO, when did i ever mention CSGO L0L
 
Saying that it was a lot worse before doesn't cover the fact that this situation is still really bad. Some people are resilient and will go through this willingly but not all people can endure this. A rule change will blow the server back into its popular days.
 
@smo 16k doesn't seem like much to you but to people who can make 1k in countless hours because of the constant raids they really can't afford to lose that, and can't afford it in the first place. Not all people can craft these weapons.
 
@Travis Do you ctrl+F search for key words? You can grow in the woods where no one can raid you and no one will find you

A Famas is literally 8k to craft. One of the more meta rifles for 10 minutes on duty.
 
@smo Wood cabin 2 is an example of what you are saying, but even that has been raided twice today from what I've seen, could be more.
 
Sorry I forgot sweaters started off with all the knowledge for perp 60+ firearms

Perp has always been like this, a Famas costs 8k to craft, base with more people, theres plenty of ways to combat this without rule changes
