Suggestion Title: Surveillance UAV for dispatchers
Suggestion Description: Because helicopters are not possible for perpheads because of the trolling and possible lag, an UAV will be a good alternative. It can be an visible or invisible UAV for the dispatchers to get a better 'helicopter view' of an ongoing situation or just for surveillance. The UAV is always high in the sky and the altitude can't be changed, however the zoom of the camera can change. It can also be an additional option for the mayor to fund this feature which will withdraw money from the city funds.

Why should this be added?:
- For a better view of the city for the dispatchers
- If there isn't much to do for dispatch they can do surveillance

What negatives could this have?:
- It is an additional vehicle which maybe can cause lag

The problem with this though is that that is too OP. Cops already most of the time shoot your tires disabling your vehicle and costing you financially even for minor infractions without punishment. Chases in this game don't last over 10 minutes where in other games like FiveM it lasts over an hour so it's reasonable to have a UAV to balance out the advantage of the big map and all the tunnel / rat strats players get there but here the map is tiny with nowhere for criminals to go if there is a UAV chasing them. Especially when you're saying it's a UAV so it will track the criminal instead of relying on the skill of a Pilot so now it's the equivalent of Aim botting as a raider since it takes no actual skill while your opponent has to do the best he can to get away from you.

As cool as the concept is, this just wouldn’t fit in nor would it be very balanced. Dispatch has CCTV as it is.

If your in a car chase, there is no chance of you getting away if you have a camera above your head. Also if your running on foot your never going to be able to escape or move without being called out

For large scale incidents i think this can be a cool thing, but to keep it realistic it should be a stationairy, uncontrollable drone that can be launched by a TFU officer. This is how dispatch works for most real police departements. Having it fly around is extremely overpowered and gives me Darkrp vibes.

clearly by the ratings this is more than likely not going to be added, 3.4 adds realistic tendencies to the server where roleplay can run smoothly and like reality the preservation of your life is important, I highly doubt in real life you will be willing to have your life taken because you decided to pull a weapon or run away whilst having a gun pointed at you, 90% of the time you will be shot dead if you pull a weapon under gunpoint so why bother? an entire roleplay situation is voided because you would rather take a blackscreen.
