Suggestion Title: Suspension Inbox via the Police Computer
Suggestion Description: Upon pressing the "Suspend" button, it should ask for input similarly to PLPD.online's suspension infraction via the user's record. It should then automatically create the inbox using the "Notice of Suspension" template with said input from the supervisor.

It should ask for:
- Alleged Misconduct Classification
- Date of Incident
- Time of Incident
- Location of Incident
- Explanation of Incident

Why should this be added?:
- Saves the suspending supervisor some time.
- Acts the same as suspensions issued through PLPD.online.

What negatives could this have?:
- None I can think of.

What problem would this suggestion solve?: Having to fill the "Notice of Suspension" template manually.
