Suggestion Title: Take mugged items off dead bodies
Suggestion Description: If you are mugged, then once the person who mugged you died, you (and only you) can pick the mugged items off their dead body. If they have already died, then you cannot get the items. It feels like a cop-out that you can mug someone, die, and then the person can no longer get their items back no matter what. There should be some system in place for getting your stolen items off a dead body, even if there are restrictions on time, etc.
It seems like TinySlayer had thoughts of adding this at some point, but it's been 5 years and we haven't heard anything about it.

Why should this be added?:
- It gives a way to get your stolen items back if the person dies, which would normally prevent you from force withdrawing
- It adds more risk to mugging, since now you have to hide after mugging someone
What negatives could this have?:
- It makes getting your items back easier since now you can KOS instead of forcing people to force withdraw
- Potentially takes away some roleplay for the previous listed reason
What problem would this suggestion solve?: If you have all your items stolen, the only real way to get your items back is to kidnap the person who stole them, which is basically impossible if they keep themselves armed, which they typically do.
