The main problem with the city's finances is the fact that the city doesn't have enough income; this idea/suggestion is going to rely on a lot of follow-up ideas.
Sources of Income
Taxation
Income Tax
Income Tax is NOT really a form of income as the only people who have to pay Income Tax are people employed by the government; so this form of income is more of an offset of an expense.
Sales Tax
The following items/products should all be subject to the set Sales Tax:
In real life, governments make a lot of money from businesses who have to pay Capital Gains/Corporation taxes, and non-government employees who have to pay Income Taxes; this game lacks that.
A new tax should be added for businesses; at the moment, these businesses can include Taxi drivers and Delivery drivers, employed by the city; this is because these people are essentially self-employed but funded by the government to do a service. Their income from their business (not their salary) should be subject to a new tax determinable by the Mayor.
This tax could also lead onto licenses for gun stores.
A new idea could be to implement a gambling license for such businesses; these businesses would then have to pay a tax on the business' income/profit.
Other
90% of the cost to refill a fire extinguisher at the fire station, if added. 90% to allow for a somewhat realistic cost to actually refill the fire extinguisher, rather than just payment for the service.
Fines should be added to allow criminals to be fined as well as, or instead of being jailed. The city should receive 100% of the fine.
The Mayor should be able to control his/her own salary; this could help to reduce expenses.
People should be able to make donations into the city's funds.
ALL properties within the city should be owned by the government; 100% of money that goes through the bank to purchase properties should go to the city. Properties should also start charging a daily rent; for example, if a property costs $5,000.00, this could be a month's advanced payment with successive payments each day of 5000/30, which is $166.67.
People should be able to pay the NPC at the Impound Lot to 'release' their vehicle, at which point they should then be able to re-spawn their vehicle at a garage. The city should receive 100% of the cost of 'release'.
The Mayor should be able to determine the salary of bus drivers and road crew workers.

Government employee rewards; eg: putting-out fires, destroying drugs, etc. This should all come from the city's funds.
Government vehicle maintenance. Also, if some good ideas are suggested to help with the city's income, it might be worth making the city pay for fuel used by government vehicles as well.
As you can see, the city doesn't have much; so I was hoping for some additional ideas for sources of income, or perhaps ways to offset some expenses.
Also, Fredy, could you please post the current cost of all government vehicles, and how much the city receives from employees, as well as any other relevant figures?
