Thread replies appearing in shoutbox again?

Description of the bug:
Awhile ago, a suggestion was accepted and implemented, to stop thread replies appearing in the shoutbox.

They are currently appearing again in the shoutbox.

Dunno if this is really a bug, but maybe someones accidentally hit the wrong switch again?

How to reproduce the bug:
Look at shoutbox.
