Description: As said as the idea, basically all paid tickets would go into the city funds

Pros: More city funds.

Also for example the council use parking tickets for spending on public transport

This is a good idea. It makes sense and it is realistic. I don't think it would be too op seeing as 10k tickets are not all that common. I think it would bring a sort of auto balance to the server
EXAMPLE:
City can only afford 6 officers and two patrol cars. Therefore, because of lack of police resources, crime rate is higher. High crime rate = more tickets and arrests. More tickets = more city funds. More funds = more police resources. More resources = equalizing crime rate. When more officers and cars are on the street, people will think twice about running that stop sign or speeding. Therefore, less tickets will be written and it will even out
