Is this a suggestion for a policy/handbook change: handbook
Is this a new policy or a change to a current policy: Change
What policy do you wish to change:
  • Tires - Officers should aim for the tires of a vehicle when it is necessary to shoot a recklessly driving vehicle where the occupants are not known to be armed. Once the tires have been popped, officers should stop shooting the vehicle.

Should be changed to:
  • Tires - Officers should aim for the tires of a vehicle when it is necessary to shoot a recklessly driving vehicle where the occupants are not known to be armed. Once the tires have been popped, officers should stop shooting the vehicle. Shooting at vehicles which are recklessly driving should only be a last resort when the driver is in the process of intentionally endangering the lives of other road users and pursuing officers, such as ramming road users and officers or speeding down the wrong way of the highway. Officers who do not have a clear shot on the tires should refrain from shooting.

Why should this change/addition be made:
As it stands officers feel as though they are green lighted to use their firearm to apprehend fleeing vehicles before other methods of apprehension, such as road spikes, PIT manoeuvres, etc. Also, officers aren’t hitting tires at all. Officers who are missing their shots run the risk of, and have hit civilians and civilian vehicles, as well as police and government vehicles in crossfire.

It would be wonderful if we counld enforce this withs an in-game mechanic, if you look at any police activity video you'd know that if you just shoot at the body of the car the chances of hitting the people inside are extremely large and have resulted in injury of death of drivers and passangers.

Shooting the vehicle should be an absolute last resort, if it has already ran over officers or other people or is driving on the wrong side of the highway. Officers shoot at the body of the car because it has no negative drawbacks, it should not burst the tyres if you shoot at a fleeing car unless you directly hit the tyres, it should kill the occupants inside, encouraging officers to only shoot when no other option is available.

I don't see the point in having huge walls of text for every policy. The tyres policy is stupid because there are plenty of instances where lethal force is necessary due to the prevalence of using vehicles as weapons in PERP.

If someone intentionally torpedoes their bugatti through a group of cops in a chase they're getting lit up in anyway necessary in order to disable the vehicle.

Cops are discharging their firearm against fleeing vehicles at this point though solely because they're fleeing, regardless of what they actually did.

Thats unauthorised use of lethal force, which is already covered by policy and the server rules.
