Was this ever a thing? Can it be a thing?

Whilst I really want more player controlled markets, I think there's one thing that needs to get solved first: Where to waste money. Currently cars and guns are the only thing as well as gambling (where the goal is to get even more money).
Players need some more permanent stuff to buy, but is there really something that could fit into the scope?

This would be almost entirely useless unless it’s to sell an old car for more than you’d get selling it to NPCs. Even then, why?

To make any profit from doing so you’d have to sell for more than its worth, Which would be stupid to do when unlike items, there’s no requirements to acquire or manufacture the car. I could try and sell my RX7 for 1.2 million as a custom car, sure, but anyone 900k could recreate it.

This would allow you to use cars as a loan, for trade, or to give them away. The ability to directly sell a car seems pretty pointless in most applications except to offload an old vehicle.

you just explained it yourself why it wouldn't be used that way. The real benefit is being able to sell used cars for less than new cars which is the way it should be reasonably (except if the car is upgraded in any way or customized in a unique way). Then the value goes up however if it's just stock uncustomized than one can sell an old car befitting of this description for more than what they get at the dealership to a newer player who doesn't own it for less than what it costs at the dealership whilst still making more than if they sold it off to the dealership and the customer who buys the car gets a good deal since he pays less for the same car.
