Suggestion Title: Wheel clamp timer for RTU
Suggestion Description: Whenever an RTU places a wheel clamp on a vehicle, a timer should be set for 5 to 10 minutes. This timer should only appear if an RC is on duty. After the timer expires, the RTU can impound the vehicle using the ticket book, as they would if there were no RC on duty. The timer might be the same as the one used when attempting to repair a vehicle with wrenches that is destroyed.

Why should this be added?:
- QoL change
- This will help RTUs lf an RC is not impounding cars.

What negatives could this have?:
-none

What problem would this suggestion solve?: If an RC is not doing their job correctly it won't affect the RTUs.
 
I like this idea (as someone who has played a lot of road crew, I see the benefits) however I just want to raise one potential issue that I feel this suggestion misses.

What would happen if while the road crew is impounding the vehicle, the clamp timer expires and the clamp disappears? Would this cause any issues, or would it just be a minor inconvenience for the road crew who would have to reapply a clamp?

As I said, I like the idea I just wanted to raise a potential issue.

The wheel clamp will stay.
The whole idea of this timer is to allow RTUs to impound the car after some time (the RTU himself needs to impound it when the timer expires using the ticket book)
 
This would be a positive improvement however if an rc isn't impounding vehicles without reasoning why / not responding to calls then they should be demoted due them not performing their duties. However in peak times RC can be busy so I do understand why RTO's should be able to impound to prevent further delays but also clear roads quicker.

I see, I was misunderstanding it a little. This resolves my question, I support this idea but as BIGJIMMY said, this is more suitable for times where there is a road crew working sufficiently, but they are simply too busy. In other occasions the road crew should be reported and demoted, etc.
 
I fully support this suggestion sometimes there's only 1 RC member dealing with so many calls that RTOs get stuck dealing with a pileup of vehicles in a RTC for a long period of time
