Main Idea: Adding a wheel clamp to RTU officers

Full description of the idea: Since the Road Traffic unit specialize in road traffic offences, why wouldn't they have one, in terms of laws like 12.4, asset forfeiture, can't really be done effectively unless you stand at their car as they tend to pay the ticket and drive off and the wheel clamp will also allow police to immobilize vehicles that are needed to be immobilized

Why should it be added?: Allows RTU to perform their duties and specialise more in traffic offences than just ticketing and pursuing.
- In instances such as lockdowns of an area, this allows RTU to boot the vehicles that are needed to be booted (obviously a policy will be needed to as and when you can use it)

Pros: - RTU can clamp vehicles without there being RC on
- RTU can perform their duties with ease instead of having to sit with a car thats been impounded jsut to get it towed (also stops RC arriving like "where the fuck is the car")

Cons: - Could be abused by half wits clamping every vehicle for no reason
- How would it work i.e. no RC on for <x> minutes the clamp dissapears?

Cons are practically nonexistant due to the fact that RTU is trained separately from standard patrol officers. RTU clamps could easily be added to part of the RTU training, and would thus eliminate that. It would also be self-moderating in the case of Internal Affairs.

This has been discussed amongst RTU command members internally and we think this is a very good idea. It should give RTU officers a more realistic experience, and that's always something we look for.

Fantastic idea, thank you for suggesting this.
