Suggestion Title: Whilst stolen, vehicles can't be tiered
Suggestion Description: Make it so that while the game flags a vehicle as "stolen", it cannot be tiered, instead only wrecking normally regardless of speed.

My proposal would be, if this this implemented, that if your car is wrecked or the tyres are popped while stolen, the amount is not refunded. Instead, it's the cost of doing business (having a nice car). If you can afford a bugatti, you can afford to pay for minor repairs.

Why should this be added?:
- Would lighten a lot of the burden on staff, as a lot of tickets come from this
- Would allow people who steal cars to feel safe driving more recklessly, as perhaps they should be able to
- Would make stealing cars more appealing

What negatives could this have?:
- I don't know how the current stolen system functions, though I know there is a mechanism already implemented to detect this because you can't spawn a car in whilst it's stolen.

What problem would this suggestion solve?: It would alleviate a lot of reports with a minimal impact (or perhaps even an improvement) on the roleplay experience.

big con is that people would start abusing this "functionality"; stealing their own car or friends stealing their cars as it can't be wrecked.
 
There is potential for abuse, for example, with the proposed system in place, people could crowbar their mates car, and then it will no longer be able to be tiered for a long period pf time, in addition to this, Stolen vehicle remarks and how vehicles are classed as "Stolen" last for way too long, meaning the potential for abuse is big.

Have it so if anyone with keys drives it, the flag is removed?

What about org members? What if the car is "org colored" or org plated? Could these be flagged as a "friendly car", and therefore can't be crowbarred? I'm sure the game could detect a players own car and keep them from crowbarring it.

They could remove keys, get them to crowbar, then give them keys back.
If not, there's always 2.3 Bugs/Glitches to keep them thinking twice about it

One of the positives to this suggestion is lessening the burden on staff members due to tickets regarding these situation, as no one wants to repair their car due to it being tiered whilst stolen, not really much of a point if its creating another issue that would probably be less discoverable/ able to be investigated

Whilst I do think it would be a nice change, there is too big of a chance for abuse, and in reality, you can prevent this currently ingame by using a car alarm to prevent your car being stolen at all.

This suggestion was made mainly to address the volume of reports we get about this. I see two solutions, the one in the OP or just telling people that if their car gets tiered when stolen (providing it was not done with clear intent,) that they should've just bought a car security upgrade. The latter would indeed need no dev time, and I'm indifferent to either.
 
potential abuse can be mitigated if the owner of the vehicle enters the passenger seat or is an org member (maybe ally also, idk), obviously keys access taken can be taken into consideration

if people are going to abuse this, refer to rule 2.3 as mentioned in the replies
 
Make it so that at the time of impact, if the driver of the car has keys then the car will tier. If they are an org member, it will also tier. If the driver of the vehicle doesn't have keys, not an org member, and the car has recently been broken into, then don't tier the car. This calculation should be made at the time of impact.

I think this mitigates most abuse.

Let's not forget that even if you steal a friend's car, the car alarm still alerts police, so the driver is still liable to legal trouble if they attempt to abuse this system.
 
Considering I see the reports we get and people cry about just anything to get their car repaired... Just buy a car security upgrade.

"Oh noooo but I'll have to buy them from the shops in the city and use a couple of hundred dollars I CAN'T AFFORD IT'S AN INCONVENIENCE UUUUUGGHHH"

(most people have PLENTY of money to afford these)
 
After careful consideration (remembering that car security upgrades exist,) I feel like buffing / reworking them is a better solution.
