Suggestion Title: Make Hammers Useful
Suggestion Description: Make it possible for hammers to repair light fixtures (lamps, porch lights, spotlights) after a cooldown period.

Why should this be added?:
- Gives hammers a purpose
- Avoids the trouble of having to pick up and respawn all broken props

What negatives could this have?:
- People can repair spotlights mid raid (circumvent this by giving broken spotlights a 10 minute cooldown/integrate no fixing spotlights mid raids into Rule 3.9 Placing Props)

But I agree melees like hammers and bats need an additional use. Sharp melees can puncture tyres so why can't the blunt melees break windows.

Make it so you also get a bit of repair skill experience as a small bonus. The hammer looks silly but what else will you use lol

If you can’t repair them mid raid, then what would be the point in having this feature? Especially from a tool that would absolutely break a spot light.

Why not make left clicking with a bulb on a spotlight have it repair the light? We already win free bulbs at casino, might as well give them a use besides being light poles for your planters.
