Why Should This Player Be Punished: 3.4?

We were at slums to pick up a gun from a suspect who was standing outside with it, sadly it was taking a bit longer because he refused to give us the gun. Dimi ran inside and was told to leave but refused and ran up anyway so he was cuffed. He then randomly started shouting 10 toes causing the people from slums 3 to shoot and kill all officers at slums over nothing.

In OOC this was his reasoning:

I would also like to know how they communicated when one was outside and the other were inside? They realistically wouldn't of heard each other. Also, second time Dima jumped to conclusions and got cops killed. Plz learn the difference between getting arrested and getting detained
