1st incident: At Regals
2nd incident: At city storage.
1st incident involves ghettohobo(Boby Jamie) - The user was actively warranted and knew about it since why he has been hiding in the regal apartaments. But he has been,in my opinion,baiting cops by walking out of the property once,seeing police and making no effort to go back but instead stalled and looked at us. Then he exited the apartment again,knowing that police is still there and also stalling there making no effort to avoid being arrested.
Furthermore,the player broke gunpoint from me and another officer which resulted then in a shootout.

2nd incident involves both of them - Both people while knowing that both of them are warranted,instead of hiding somewhere went to storage which is obviously a very populated area,especially when they just had a shootout with cops. After that,when i spotted them i gunpointed both of them to exit their car with their hands up but they didnt comply with any of my orders and kept ignoring it which again,resulted in a shootout where the users died.
I believe in both incidents,both users broke 3.4 by ignoring gunpoint and staying in public areas while gunpointed,or baiting cops.
