Why should this player be punished?: The player stole my vehicle at the Front Bazaar Parking, then proceeded to immediately drive on the wrong side of the road heading towards City Bridge, and crashed into a police vehicle and tiered the car within 30 seconds of stealing it.

Unfortunately I could not contact the person in-question via Steam and they still have not made a forums account.

Both 2.5 and 3.15 make it clear that a player must do everything in their power not to cause intentional damage when stealing another player's vehicle. It's clear from the footage that he was on the wrong side of the road, and the instance of them also breaking gunpoint in that footage leads to me to believe they had no regard for what they were doing. As such, the user will receive a warning for 2.5 and 3.15.
