Why should this player be punished?: 6.1 Server Crashes/Restarts

In the event of a server crash or restart, players and props will be returned to their previous locations. Players should not continue any previous role play situations, unless agreed upon by everyone involved. Players should not engage in any criminal activity, and officers may not attempt to pursue, detain or arrest any suspects prior to the crash, until 5 minutes have passed from the restart.

Raided as soon as server restarted logs can probably see this, probably wouldn't have reported if they weren't toxic, gg 10 minutes back please
