Allow Officer's access to all spawned PD vehicles/vehicles within their unit

Main Idea: Essentially all Officers on duty would have access to all Spawned Police Vehicles/Vehicles within their unit.


Full description of the idea:
All Officers, including probationary, would have access (as in keys) to all Police vehicles/vehicles within their unit that have been spawned. Any Officer driving another officer's cruiser without permission would of course be spoken to by a supervisor/IA complaint. They WOULD NOT HAVE ACCESS TO SPAWN THE CRUISER (e.g supervisor vehicles and stuff) but simply to drive it. Probably isn't really needed too badly, but I feel it would be a nice addition to the server. I feel that if giving them access to all spawned vehicles is too much, then maybe just vehicles owned by people in their unit (if a dispatcher is on duty of course). Another point added is to allow this for CPL+ in order to ensure no cars are misused/stolen.

Why should it be added?:
This would be beneficial for various situations where officers cars need to be moved, and also removes the pain of constantly adding and removing players to your buddies list, and their permissions.

Pros:
- Will mean Officer's won't have to constantly give permissions to people they are patrolling with.
- Would mean players won't have access to other players personal vehicles when off duty. Of course the player can easily just remove their access to the vehicle, however this is very easy to forget, especially with multiple Officers needing it removed.
- Would mean Officers will have access to vehicles in the case of an emergency e.g. during a shootout when an officer needs to evacuate.
- Fairly easy to implement if its possible (?)


Cons:
- Not possible to implement (?).
- Possibility of an Officer stealing another Officer's cruiser, however if they can't be trusted not to do this then they shouldn't really be an officer full stop. The addition of the full white list reduces this risk by quite a bit.
