Suggestion Title: Allow Traffic certified TFOs to carry a wheel clamp.
Suggestion Description: Allow TFOs and Patrol Sergeants+, who are in traffic, to be able to carry a wheel clamp on them. This wouldn't include any other Traffic gear.

Why should this be added?:
- Being able to impound vehicles, without having to wait for a traffic unit, rc or having to change into traffic gear, saving time.

What negatives could this have?:

What problem would this suggestion solve?: Convenience in not having to go re-gear at PD in order to impound a vehicle.

This would help a lot so I don’t have to go back to pd and change gear all the time

Although I am not part of the RTU I personally I think this should happen. Not always is their a rc or RTO on duty / available.

We want gears to represent specialized roles, and adding equipment from one to another is not something we are planning to do at this time.
