Why Should This Player Be Punished: I think katya broke 2.1, 3.4 and 3.26 as she stalled me in "looc" resulting me in killing her at the end because i didn't have time for her stalling. And then failed to drop mags when taken with /me takes mags.

Technically, stalling during a mugging is 3.4 since you are refusing to comply by the orders of a gunman which is putting your life at a risk (in which the victim got shot later for not complying). 3.26 also plays a part here, he refused to drop his items even though you had forcefully taken them/emptied his pockets with a /me.
