Why Should This Player Be Punished: He broke 3.4 as I told him to get down on his knees. (He turned around and saw me and then took out his gun) He tried shooting me and he missed a lot of shots. I didn't shoot because I didn't he would have done that.

I have looked at the demo now and from your point of view its more clear you can see jack move to the right out of your guns muzzle giving him the time to pull a gun out on you which is the safest possible way to pull a gun a retaliate its kinda your fault that you never shot him when he turned around and again the swats job is to head first into raids with people who have bigger guns than aks

From what I saw is, that the SWAT officer pulled out a gun as he saw he is under gunpoint.
He broke:

He pulled out a gun as yours was on his hand. If you didn't do a mistake, he would actually be dead.

While I am not sure if armor save him from 3.4. But I don't think so.
