I was involved.

This player clearly doesn't care about the rules/policies, he was doing things like running people over then speeding off rather than dealing with them properly, and would shoot people over any little crime such as punching somebody once and running off, and repeatedly shot at people/objects such as the turtle in the holding cell for no reason.
