Why Should This Player Be Punished: User pulled out his gun while clearly under gunpoint as shown in the video, I also shouted at him to get on the ground to which he kept moving backwards and pulled out his pistol to shoot me down. This resulted in me loosing a suppressed desert eagle which would not have happened if he did not break 3.4 and 2.1 .

I didn't notice you had a gun out because I thought you went into regals 5 and locked the door. Only then did I look at you holding your hand cannon at me. And the only reason you were to gunpoint I am to either kill me to help you escape or to take me hostage which wouldn't really allow you to escape from police. I decided to draw my gun and shoot you.
I don't even see what I did was unrealistic role-playing maybe yourself.
