You did everything that your ban describes. You also failed to provide a reason for shooting the police in the first place. As stated before, you can not shoot cops just because your friend is cuffed without any further information or reasonable suspicions of a serious felony. You claim you killed your friend by accident, but you aimed right at him and even finished him off.
