I think it was hi's first molotov he ever used and kinda paniced?

Why did you punch him in the first place? I know it is not realistic to throw a molotov infront of a NPC, (Even tho it is drug dealer and buying drugs i would still call cops on him) And it took seconds before he reacted, I don't understand this, Please put from the start of the sitatition to the end.
