There isn't really such thing as 'ninja-spiking'. The officer threw the spikes where he believed you were going, and as such, he managed to spike your vehicle. He went to drop them as you reversed, and they were going down as you started to accelerate.

Also, don't blame him for your ban, and especially don't try using that to get him banned. You did what you did, he didn't force you to do anything.
